Pretty much it's where someone requests a book they want to read (for example: "Hey would anyone like to read the Shadow and Bone with me?") and someone else {or a few people} who want to read the same book will let you know (for example: "Yes, I do!"). You'll come up with a start date and if you want to read a number of pages/chapters a day/week. Then a mod {I believe} will make you a thread for that buddy read. After that you and the other person/people read and share your thoughts about the book and chat about things you liked/disliked.
