What's the Name of That Book??? discussion

I read this book in probably the early 201x's. I think it was probably published around 2005-2010. It's set in a moving city. The protagonist is not necessarily a detective or private eye, maybe just a regular citizen trying to fight a sort of mob or organized crime racket in the city. At one point, he does go outside. It has sort of a gritty noir feeling to it.

The same author wrote another novel about a city that's carved up into a bunch of balkanized districts. This one, I'm pretty sure the protagonist is a private eye. Some people have body modifications. One of the districts in the city is called Cat. All that's known is meowing can be heard there and anyone who goes over the wall of Cat never returns. In this other book, I believe it turns out the carved-up city is a figment of the narrator's imagination.

Second one sounds kind of like Only Forward by Michael Marshall Smith FWIW.
