Alice had a wish, in the form of a tear. She did the stupid thing, and wished for endless wishes. She started crying, and couldn’t stop, and this ocean is the result. It took a good little while to get her to stop, but now the flowers are stuck where they are, on the little island where they were when the ocean was created.
