Read it maybe 10 years ago. It’s a book series.
Starts when girl meets guy, they touch and instantly have a magical connection. He’s from a magical family and everyone gets their powers when they meet their soulmates. For some reason the pairings hadn’t been happening until it happened with this couple.
In the rest of the books more pairings continue to happens in the rest of series

Belén, is the girl from a human, non-magical family? Does she get powers? What are his powers and how does he use them?

Without more info, it is kind of hard to narrow the field. So some suggestions.

* Significance is already mentioned, which to me seems to be a top choice
* Witch's Soulmate by Denyse Cohen, my second choice if Significance doesn't pan out
* What the Heart Wants by Kelli McCracken. A long shot, but might be worthwhile to mention.
