Woody informs Kim that she has to allow Tracy Frost to ride along with her for the day, including accompanying her to see Trisha Morley’s family. Why do you think he agreed to this arrangement? Was it because of her help with the last case or something else?

I haven't read the last book yet as I'm waiting on the library and will back track. So can't comment on what happened there but a positive relationship with the a member of the press could help the Police overall in getting information to the public and Tracy Frost has proved to be an able journalist. They say they don't like each other (Kim and Tracy that is) but they do seem to have professional respect. Woody may be trying to encourage this between them also.

Yes Woody has used Tracy a couple times. I believe he wanted her to do exactly what she did. Her reporter senses heightened as soon as they started talking to Morley's sister. Tracy understood spousal abuse and made it her mission to combat the publicity campaign for Nick Morley.

Having the press on their side usually helps the police force. Woody knows this and felt it would be advantageous to get Tracy on their side. And Tracy ended up doing exactly the type of work that Woody was looking for.

Woody is usually pretty perceptive about people. I think he would have figured Tracy might do something like she did.

I agree about Woody being crafty enough to know that Tracy would probably sink her teeth into that case. It’s her nature. And, the contrast between her approach to the family versus Kim’s would have the outcome it did. Woody’s used Tracy in the past so I’m leaning into him knowing exactly what he was doing.
