At another level the novel exposes how a government controlled by visible politicians is in reality controlled by their invisible motives. Inscrutable political motives may entail the basest of human desires, for sex, for money, for power, for love. The novel explores how in an exalted democracy, raw power triumphs over fundamental truth and the idiosyncratic psychology of politicians trumps idealism and ideology. The formulation of law and the exercise of governance becomes a show that barely conceals power dynamics rooted in intensely personal and even sexually driven competition.
