How many years ago did you read this?Part of a series?
Anything about the cover?
Time period/location story takes place?
It was an audiobook that I listened to maybe 3 or 4 years ago. I honestly can't remember all the title looked like on audible.I'm pretty sure it's part of a series. If I remember right, it ended on a cliffhanger. I think there was a group of the kids in the haunted town at the end.
It was based in a sword and bow era.
They did have sailing ships as well.
One more thing that I just remembered. They separated the girls and the boys. The girls we're trained to be more like covert agents or spies and the boys were trained to be silent and deadly warriors.
Both genders were trained to fit in at high class social settings such as courts.
Not sure if you got a chance to out the book I suggested above (Dawn of Wonder by Jonathan Renshaw), but I found a few reviews that mention Gray/grey marshals and an abandoned haunted city. Here's a solved post that also mentions the haunted city and the controlling woman:

The book is part of a series, but it looks like the author is still working on Books 2 and 3.
That's awesome! Thank you so much Brenna! I've been racking my brain trying to find this for over a year now.
I also remember a city that is haunted/filled with spirits that is passed by this boys family on a trip but is later visited.
There's also a woman that tries to be this boys mother when he leaves or loses his parents. This woman really gets on his nerves as she keeps trying to get him away from the Marshalls.
The name of the kids organization is Marshals of grey if I remember correctly.
I would love any help you can give me on figuring this out! Thank you all so much in advance!
