I'm one of the organizers of the Cybils Awards, which recognize kids and YA books that combine kid appeal and literary merit in lots of categories--picture books to YA, fiction and non fiction. Anyone can nominate books, and panelists spend the fall reading all the nominations for their category, and then another set reads the shortlists and picks winners. Anyone who reviews books somewhere on line (blog, goodreads, etc) can apply to be a panelist!
