Yes. Since he had been a part of her department and she had a history with him, she should have asked for help up front.
Yes, she shouldn't have been investigating this case.
My first response was yes, but the more I thought about this, it is difficult for a small town sheriff to step back completely. I do think she should have asked for Scarlett Falls or another town to come in and oversee the investigation.
