Theo has seen a lot as an FBI agent and these small-town villains were nothing he hadn't seen before. Their statements to everyone about the status of the mill were easy to disprove. Theo is getting involved with this community and taking on their problems as his own and fighting for them.

Theo is a smart attorney and willing to help the people in the town that were too poor to hire their own attorney.

It tells me that Theo found his place. He was determined to get these thugs out and give the town piece of mind. He found peace and happiness here.
