The rule was just changed recently and I suppose they forgot to update that page.

But the Book Status (“Public”, “Invalid”, “Deleted”) page says "Kindle Vella which is complete (no WIPs, please)."
Pretty sure the Book Status page is wrong as there are multiple spots on the site that say in-progress stories are valid.
