I figured it out, it's called Nowhere :) it's by John Robinson
One of the female characters is ginger and the main character in the first chapter is a black haired guy who tries to escape by climbing the fence but is shot down and returned inside.
I specifically remember the guns, they were explained to be harmless unless the wielder used a switch on it. They were called IBIS rifles or something.
