Lieutenant Stahl was moved to Internal Affairs and his first order of business is to launch an administrative hearing about Sam’s relationship with Nick during the murder investigation. Is this sour grapes, does he really have the justification or a bit of both?

Yes, it's sour grapes. But he does have some justification and he is motivated to end Sam's career.

While Stahl is misogynistic and jealous of Sam, her actions were inappropriate and she knows it. That said, her superiors have already had their say so the investigation is now just sour grapes.

It is sour grapes. I'm surprised that Stahl was moved to internal affairs. He can be dangerous in that department. Honestly, I don't see where he has a case since her immediate supervisors absolved her of any wrong doing. Stahl needs to move on.
