Nick wants to give Sam the time she’s asked for but he’s become frustrated at how much time they have to spend away from each other because of their jobs, He lashes out at her in is impatience. Was he justified or being a bit unfair?

He's being unfair, I think. They both have demanding jobs and Nick is just finding out how demanding his new job really is. He doesn't realize what a big step this is for Sam. She is filled with all kinds of uncertainty, not about loving Nick, but just how their future will unfold.

Like Sam, Nick has to come to terms with being in a relationship with a cop and all that entails. He loves Sam enough to be patient.

I think Nick has a right to be angry. I thought Sam wanted to move in with him, and then she changes her mind without talking to him about it. Nick did overreact, but he did make a big change for her.
