Carla Ruiz is the only known survivor of a maddog attack and she witnessed quite a bit about him. Why do you think they didn’t offer her protection of some sort?

Maddog doesn't go back to previous victims. His "rules" keep him moving forward to avoid capture.

On the surface, I wondered how the police would know that maddog did not go back to previous victims, since all but Carla were dead. Of course, there was nothing for him to return to. I thought that this was a bit of weakness in the reasoning of the police department.
