Is there a relevant book you want to suggest?

Hmmm. Maybe Kafka's 'The Trial'; where the lead character is placed under 'open' arrest. He remains 'technically free' to go about his daily routine; but he is officially 'under investigation'; and 'being watched' while the authorities complete their case against him.

City's getting crazier and crazier; but to be fair, apparently gun violence is finally dropping on subway trains. They claim it is due to metal detectors on major transfer station platforms.

At the same time, gun violence seems to be increasing in houses and apartments; during domestic squabbles and relationship spats.

Gee.
