What's the Name of That Book??? discussion

The main protagonist is on a planet that is not earth, gravity is higher than earth's. He goes into the military, ends up becoming an undercover agent. Eventually he and a female partner are sent to earth undercover. The two are posing as a couple. Either he or the female operative's dermal implant to prevent pregnancy expires and female operative becomes pregnant. Earth is pretty much covered in industrial buildings if I remember correctly. I think I read the book before 2011.

Yes, they are both human. I don't remember if there are non human sapients in the book.
