Yes, this was an era that relied more heavily on documentation, and that it was often written, but not read.
There was one little sentence that I think was particularly insightful, discussing the fact that organization design can have a big effect on the resulting system design.

I don't enjoy making documentation, and I often think no one will ever read them. I agree sometimes a document will be useful, and there's a small chance something will be important far off in the future.
There are many different document sharing tools (Sharepoint, Google Docs, etc...). Even social networking tools seem to have similar base features.
I can see why Agile founders "rebelled" after getting a new point of view from reading this book.
