Everything she froze (like for example Thalia) would freeze someone else if they touched it. Percy nearly got frozen into an ice sculpture from the chains. Who else on Gaeas side could do that?

If Percy tried to fight khione he'd be useless besides hand to hand combat. If he threw a lake at her she'd freeze it if he used wind he would just create a snow storm and earthquakes drain him too much. He would probably have to sit out :{
