What's the Name of That Book??? discussion

The book is a childrens illustrated book. A girl finds a paintset beneath an old tree stump, and starts painting the entire town. She paints trees and flowers, building bricks, animals, rosy cheeks, everything. I seem to remember that she lived with a strict aunt or grandma or mother. Or possibly a nice grandma who encouraged her to play outside, therefore finding the paint set. I can't remember anything about the title or author. I read it when I was child, so it was probably published before 1997. (I'm 23)

That isn't it, but I actually found the right one! I have a new bookish job and used some resources to find it. It's The Color of Things by Vivienne Shalom. Thanks everyone for your help! (And sorry it took me so long to reply!)
