What I was wondering is, where are the districts located? I've seen a few other threads on this, but I figured why not make one that's specific to this. So, where are the districts located? What parts of the world are underwater? Where are the HGs?

In the 18th Century there was a lot of Gold Rushing towards the West. And D1 is supposed to be quite rich, not as near much as the Capitol. But as close as we can get. Nevada is the highest gold producing state in the USA, so maybe somewhere around there. And that would place it close to the Capitol as well.
In D2, as I've said before used to be stone miners and now make weapons and train Peacekeepers. Well let's think about the stone mining first. In Vermont and in that northern Appalachia region they mine a lot of granite, but I don't believe it's that far off from the Capitol. I'm guessing that the "Career" districts are all near each other. And as I'm saying D1 is in Nevada-ish, USA, it should be some where in that radius. I'm doing some research and Kansas/Nebraska seems to have the most forts in the USA. So maybe extending into the Black Hills area or Rockies or even farther.
D3 makes new technologies and has factories. Factories is the key word here. When I think of factories i think of the Great Lakes area. Toronto has a lot of factories and many very large distributing warehouses.The University of Toronto is regarded as one of the top universities in the world and the top in Canada. (Maybe for teaching people like Beetee and Wiress?) Also surrounding places such as Detroit have been known for their factories and such. D3 isn't listed as a "Career" district, surprisingly. It's only D1, D2, and D4. So it can be kinda pushed away from all of them.
D4 is the fishing district. Glub. Finnick Odair is known to be very tan. So probably somewhere in the south? I'm thinking Gulf of Mexico? Florida, Alabama, Mississippi, Louisiana, parts of Texas, and parts of Mexico like Vera Cruz and Cancun. It's sort of like cupping the Gulf? I dunno how to describe it. Uhhh, here's a picture of some of the area. D5, the home of Foxface and basically that's all we know of. Let's evaluate Foxface, yeah I know she's quick and very intelligent, but she didn't kill one single person. Maybe it was the way she was raised. What specialty makes aware the health and safety of others? Hmmm, let's think... Erg, heathcare? I mean there can't just be doctors in one district. Umm, maybe they train doctors there, I mean doctors aren't supposed to hurt anyone. But they can... LIGHTBULB! Okay, what if they purified water or something like that. I mean everyone needs water, amirite? I mean then Foxface would try to come off as abrasive, like water. Tsunamis and hurricanes, for example. But they are actually gentle and helpful. (ish...) So I'm thinking water what comes to mind, Great Lakes, Niagara Falls, Atlantic Ocean? So maybe they use the Great Lakes as a basin for all the clean and pure water? And use Niagara Falls for something too. And get water from the Pacific Ocean to clean it and package it off to the Districts and stuff. And they could team up with D3 to make some UV light water purifying things. :D
Okay so what D is next... seis! Okay so D6, home of the morphlings. They do drugs, which causes them to look very sallow. I'm thinking that they manufacture pharmaceutics and other drugs. They FDA is situated in Maryland, so probably somewhere around where that used to be.
D7 is the lumber district and according to my research the leading lumber states are Washington and Oregon. So, I'm speculating that D7 is VERY LARGE, it includes Washington, Oregon, British Columbia, Yukon Territory and what's left of Alaska. I am guessing there is lots of land, but not many people in ratio to the land. But in the first book, Katniss sees the lights of a western district on the way to the Capitol. As I put D7 even more western than teh Capitol, I'm not sure. But hey Katniss doesn't know that much about Panem's geography, so I think I'm good.
D8 makes textiles and the two top states in charge of textile in the USA are Georgia and North Carolina. So,I'm guessing that D8 is next to D12, remember in CF when Katniss is in the mayor's house and there's an uprising in D8? Well, it could have been major important because D8 borders D12. My ow thoughts is that it was a melting of the icecaps flooding part of North America. So when they came over the children of people from all different countries made an accent, then like everything else, other people took on to the accent and saw it as an accent for the wealthy. Also, in different areas, there are different names. The Capitol has Greek names, whilhe District 4's Annie and Finnick are Celtic names, so there is another proof of immigration. Then my guess would be that because there was so many immigrants to Panem, they had to take on a dictatorial rule to control the masses of people. The other reason I think other countries are gone is because there is no Internet, oddly enough you would think that Internet would be on every device you had, but the icecaps melted maybe it was because of a supernova of a distant star, and the heat burned our satellites and took a hole in the ozone layer and made the icecaps melt. This is my idea on ho it happened. Then afterwards, they simply did not have enough supplies and sought out that Internet was not entirely necessary. Secondly, I always wonder why everyone lives in primitive houses as if it is the 1800's. I don't even really understand why, even in Mockingjay, when they are in the blocks in the capitol, the gunner are on roofs, they could not be on skyscrapers. And then you have the fact that T.V. is only broadcast where they want it to be, and in announcements T.V.'s turn on automatically, so they some type of electrical wireless control over these devices. Having muttation is not a big deal with, it is simple genetic engineering. The new types of medicines come with time as well, but I also found a map which I think holds some better information than the latter.
I would agree. Also, the person who did it seemed to have put a lot of work into and researched a lot, meaning that it ended up pretty realistic, I would say.
I get that people put tons of attention and research into these, but in the book, it states that Panem is the country of what used to be North America, not just the United States, so I'd have to dissagree with the first picture. It wouldn't make sense just to leave all the land and ruins of an old Canada, unless it was all too polluted to live in. This is just my opinion, sorry if this is rude. And despite about what I said above, I like these maps.
I'm definitely not a cartographer or whatever, but I doubt that any of them is really accurate. I also noticed that Panem is what was left of North America, meaning that Canada would have to be a part of it, unless it wasn't habitable. I've only read the series once and I'm making myself wait to read the books again until at least after the first of the year. But I thought 12 and 13 were inland; Katniss was talking about how she only knew how to swim because of the lake in the woods and how Finnick was a great swimmer because he was from 4. I can't remember the districts, but she was saying that they would also be good swimmers because of their access to water.
