Usually when I'm stuck it's because I'm bored with the story or am trying too hard and am rushing it. In those instances I slow down and then will try to play out the scene in my head slowly. This helps build my own interest and then in no time in back to writing it! Other times it's because I need to slow down and review what I'm writing about and why. Consulting notes and outlines helps here. I hope that answers your question! :) (less)
