Cyborgs choose their names when they find one that suits them and when they feel ready for that step.
So it varies.
For many cyborgs, that was when they were manufactured.
For some cyborgs, that was when they were freed or during training or during their first battle.
A few cyborgs haven't yet taken that step.
The risk they take if they wait is...
one of their brethren will likely give them a temporary name and, well, you know cyborgs and their senses of humor, those names might not be flattering.

Chuckles, for example, was given that name by his brethren because he was such a grumpy warrior.
And he was...okay with that name.
He wasn't happy but then, Chuckles was rarely happy before he met Bettina.
As you rightly stated, the Ours part of Eirene Ours was given to her by her dad.
Ghost, at the stage of his recovery, didn't have a huge vocabulary.
Lethe presented Eirene Ours with different names after she was born and Eirene Ours chose Eirene.
Cyborgs are born with fully functional processors.
Their organic brains aren't fully functional at that stage so they are very much driven by their machines.
Eirene is a nod to the Greek Goddess of Peace.
That appealed to Eirene Ours' machine side, especially as her mom's name has Greek origins also (Lethe being one of the rivers of the underworld).

Also, does that mean Eirene named herself? I know her dad probably just called her 'ours' which I guess gives her a last name.
