I'm still reading, but considering Kipling's feelings for India, perhaps it's the Raj, or perhaps for life itself. I'd appreciate other thoughts.

Kipling was native to India so I think most of his stories are set there. I don't think Kim is allegorical, it's just really thorough in its description of life in India at that time. It's really far-removed from it's audience, who I imagine were mostly English.
