Yes, it is. Lord of the Rings is a trilogy consisting of the Fellowship of the Ring, The Two Towers, and the Return of the King. The Hobbit is not part of that trilogy, but it is certainly a peripheral story within that trilogy.

Of course it is a series. The fate of the ring, as it travels from Hobbiton through to Sauron's Mt. Doom, occupies the plot of all three of them. That common plot line is what makes it a series.
I will concede that Tolkien wrote the collection as a single novel, but we all know that publishers extract their toll by making choices the author does not want. That happened here, too.
