To answer your question, no, you don't need to have read 'The Faithful and the Fallen' before you read 'Of Blood and Bone.' The two series are related, and the events of the first series have become the history of the second series, but all that you need to know is in A Time of Dread, book one Of Blood and Bone. I think if you've read the first series then the history will have greater depth and meaning to you, but it's not essential for the new series. A bit like you don't need to read the Silmarillion before you read Lord of the Rings.
