Could a low level enchanter enchant high level runes if they had a large number of low level crystals? For example could Corin use 22 crystals with 100 mana to make a Citrine level enchantment?

Once Corin reaches a high enough level in his enchanter attunement and gains light mana will he be able to shot lasers out of his head, or on a more practical note, be able to make illusions?
