Do the Historian Tales happen in the same order that they are published? [spoilers removed]

You have it exactly right. The Historian Tales are not published in chronological order. If anything, The Price of Creation happened towards the end of his journeying, and you can see a little of that in the calm, almost tired approach to things. The Price of Loyalty happened closer to the beginning, and you see a little more of a raw, unpracticed side to him.
