Were there any real cultures that inspired the fictional ones we see in the Carve the Mark series?

Veronica Roth No, I very much wanted to build unfamiliar cultures. Every culture in the CtM universe shares a common, varied origin, which is how you get someone who looks like Teka as a Shotet as well as, say, Jorek.

The Shotet language is loosely based on Hungarian, probably thanks to all the time I've spent among Hungarian-speakers in Romania. "Akos" is a Hungarian name, which is significant because of [BOOK 2 SPOILER REDACTED], and I believe it's the only intentionally unaltered Hungarian word/name in the series, though I have heard from some Hungarian readers who picked up on the similarities! I love the language and how it sounds, so I'm glad they heard/saw it.
