What comes first when you are writing a novel - the characters or the plot?

It used to be the characters with a rough idea of a plot, now the plot tends to be the first thing I think of, but I have learned never to start writing until I have a very clear idea of the characters, who will, if I have done my work correctly, invariably take the story in a different direction.
