His actions/behavior don't seem like someone who gained power, but someone who was born with it and lost power by sheer arrogance (but didn't learn from it). (hide spoiler)]

(view spoiler)[Wasserman was always a vodnik, but he had lots of contact with other magical creatures, so he learned about the types of magic they used. The reference to hiding Ilana’s death in an egg comes from Slavic folklore; the malevolent Koschei the Deathless supposedly removed his own death and hid it in the same way, making him immortal. I imagine Wassermann met or at least had heard of Koschei. (hide spoiler)]

Wasserman must've been pretty powerful to survive Bavarian hunters. Why did he stay there at all? I don't think he was bound; he made a big deal out of being bound. Was he trying to spite the hunters by staying there, given he was at the height of his power?
I really do not want to imagine an amoral vodnik whose prefered snack is souls and tea who, when starving, could do all he did in the book.

When was Wasserman exiled from Bavaria to Prague? My best guesswork is that, since Wasserman mentions he had souls with his tea in Bavaria, and tea was introduced ~1650ish to Germany, it was the 1700s. I've spent way too much time trying to piece it together.
