How important is setting in the development of the story and characters? Would a different setting have changed how you wrote a book - let's say Heroes Are My Weakness - and the characters living there's?

I tend to treat setting as another character. HEROES needed to be set in the winter because of the tone of the book. I can't think of a single book of mine where setting wasn't extremely important.
