First thing first, I'm sorry for such a reply, which is probably no longer necessary. For some reason I did not get a notification when you made that inquiry.
Anyway, that aphorism is published as follows, "Needs are imposed on us by nature. Wants are sold to us by society." (slightly different to what you quoted), in my third book titled, N for Nigger (page 245).
