I'd consider The Scary Mary Series appropriate for 13 and up easily. It depends on the maturity level of the reader though. There's no sex and only minor swearing throughout the books. There are romantic elements later on in the series, but nothing graphic. Mary's still a virgin at this point in the series. As for violence, there is some, primarily of the supernatural variety.
