I had to think on this one for a couple of days and have finally settled on an answer.
Keir Warrick and Val Toreth from Manna Francis' Administration series. They aren't a conventional couple, in that there's little to no romance, they aren't quite monogamous and they've never said 'I love you', yet they're clearly meant for each other and would do just about anything for the other.
