“An even more pointed example of the the power of the silence tabu in libraries occurred in Duluth in 1981. The police were pursuing a fugitive from justice who ran into the public library. Uniformed police surrounded the building, and the library director was notified that only unobtrusive plainclothesmen were entering the building. Their instructions: “When you find him, overpower him. Quietly.” It was done, and only a few people in the crowded building saw a handcuffed man being ushered past the checkout counter. “See,” one librarian remarked quietly to an amazed person, “that’s what happens when you don’t pay your book fines.”

“Over the years I have come to understand three things about the police: 1) They cover up virtually everything involving a police officer. 2) They will not enforce the laws for people that they do not like. 3) They will target people that they do not like for prosecution using various techniques that include unwarranted stops, drug testing, faked police reports, tickets, fines, blatantly mislead the judge at court, and removal of USA federal rights.”

'There's a library?'
'Two. Though one won't lend because all the books are bound in human skin and quite valuable.”

“During the past few weeks, I’d begun to feel that there might actually be an end to the endless cycle of penalties and fees. I’d spent an entire year trying to earn back my freedoms, but I now found myself stumbling through a set of revolving doors that would lead me back to square one all over again. Fines, counseling, court, AA, DT, probation, community service, licensing fees, impound fees, license suspension, countless hours walking and bumming rides back and forth between all these penalties. The weight of this mistake felt like a millstone tied around my neck, dragging me deeper and deeper into that pit of despair called hopelessness, the one from whence I’d come, the one I’d fought so hard to climb out of.”
