Heck no. It shouldn't even have to be explained because it's just so ludicrous. Kids aren't a car, they aren't a certain pet, they aren't a gun. So no.

It's a limit to freedom! A license needed in order to have your own kid that qualifies you as a parent? Are you kidding me? You need a license for foster care but who is the federal government to decide who is qualified as a good parent? The person may be in a dire situation but still wants to have kids; are they going to say she can't because she isn't allowed a license to the "appropriate spacing measurements for a child?" That is so...it's inhuman. As women we were given the right to bear children WITHOUT a little paper that says okay. They gonna have us tie it around the kid's neck, too? Dogtags are for PETS, NOT children!
