Who preempted Harry's attack?

This is the only thing that seemed left incomplete. Who set out the order to beat the crap out of Harry?

I bet it was his sister because he was getting to close to figuring out about who killed Simon.

I agree with Karen. My bet is that his sister was behind the attack.
