I know this seems silly ... and I understand the clues throughout the book ...but i don't know how to actually use the cipher. Right now i'm on the puzzle in chapter two.

I know that the chapter title is a hint and Gemini must be used. I also know the key is in the second foot note... but for the love of god ... how do you turn the cipher for it to actually say anything.
I guess my question is, can someone explain how to enter the clues into the cipher to yield results?
