I like her character and I want to approve her, I just can't come up with an explanation for her hair. I mean I love it, but it wouldn't make sense you know? The scientists wouldn't hire beauticians for them, and they can't visit mainland.

A side effect of genetic manipulation perhaps

For them the subjects are just things to test experiments on. They wouldn't go out of their way to make them happy.

I would have it as a side effect, or maybe have her be friends with a scientist or human security guard that brought it back from the mainland for her. Or if human security guard, maybe just changed their mind and gave it to her instead.
If you want I have a human maid that could have given it to her, or a west that would have snuck it in.

Question: Can the hired humans take trips to the mainland just in general if they want to and the opportunity arises?

Probably not on many occasions. It'd be more of the scientists going there for something and taking a guard or someone back for a specific purpose, and letting them wander on down time.
