I recall there is one novel in the short story collection Water: New Short Story Fiction from Africa: An Anthology from Short Story Day Africa which fits the bill...
Confession of the Lioness by Mia Couto has a shapeshifter, or something similar.
In Memoirs of a Porcupine by Alain Mabanckou the main character has an animal double that can harm others while in animal form. It's not exactly a shapeshifter, but it's close.
Also check out Who Fears Death by Nnedi Okorafor and Ghosts of Tsavo by Vered Ehsani.
A couple of disapora writers that write about similar paranormal themes are Nalo Hopkinson and Helen Oyeyemi.
