Here's what I remember: SPOILERS

The book is part of either a duo or trilogy

It starts off at a fair or carnival and she meets up with a horse trainer that works for a King and Queen

She later learns how to use magic

Part of her ability is to communicate with animals and she often doesn't realize when she's about to lose herself and run with whatever animals she's communicating with

Her father and mother live in the spirit realm. The mother is human but the father is a god.

The mother is over birthing and something else

The father is over hunting and looks human except he has the head of a deer

dragons also exist and at some point she travels to where they are in the spirit realm with a baby dragon she found in her travels

When they first get there they meet a relative of the baby dragon who tells them of the dragon's parentage.

while they are with the dragons, they hold a council and at the end the dragon who is in charge says something like "I am (dragons name) and granted by the authority of (other dragons) this council is concluded"

at the end of it all she ends up falling in love with the magician (or sorcerer)
