Livia J. Washburn has a couple series set in the south -- the Literary Tour series in Atlanta, and the Fresh Bakes series in Texas.
Elizabeth Lynn Casey has a sewing series set in South Carolina.
Alyse Carlson has a garden series set in Roanoke, Virginia.
Laura Childs has a Tea Shop series set in Charleston, South Carolina and a scrapbook series set in New Orleans.

Susan Wittig Albert's China Bayles mysteries are set in Texas, but have plenty of Southern flair.
