Evan leaves Joey at a bus stop with Milwaukee as a destination, determined that she’d be better away from him. What inspired him to turn back and get her?

I think he thought she would be better off out of the line of fire. But in the back of his mind, he knew he had to be the one to protect her.

She started to grow on him and he is trying to do the right thing by her. He is becoming more human

I agree with you both. Evan saw the potential that Joey would be in danger either way. If he kept her close, Joey's chances of survival are greater with Evan. Besides she is good and will help with his mission.
