Someone was leaking information to Elias Donovan. Did you have a suspicion as to the culprit?

I wasn't sure that all the leftovers of the previous sheriff were named, but I assumed it was someone loyal to him.

I really didn't even think about how Donovan was getting his information. I figured he had someone on the inside of the police department, but I didn't think about who it could be. (Dumb move on my part.)

I realized there was a leak in the department but did not suspect Oscarr until the bit about the evidence being corrupted.

I always suspected Oscar, primarily because of his odd behavior in how he handled Shawn and the later altercation. It was too coincidental.

I suspected Oscar as soon as they talked about a leak. He is behind too many problem including the way he treated Shawn. It was too convenient that he wasn't put in the jail cell. The altercation sealed the deal for me.
