What's the Name of That Book??? discussion

I really need help finding this book. I remember this from middle school and I know the book had a blue cover when I bought it. I am pretty sure the main characters name was a girl Rue and she and her little brother are orphans and basically homeless I think? I don’t remember any specific scenes from the book other than a bus scene where one of the characters pays for the bus in pounds. I remember being confused because it’s the first time I had read/learned about that currency. This is also how I know for certain the book is set at least at some point in London. I remember fairies are very evil and dangerous in this book and the main character Rue has the ability to sense and/or see them (they are invisible otherwise I think).
I also remember a house scene where all the picture frames were crooked to prevent fairies from being able to sit on them (I guess the idea is they slide down the frame?)

That’s all I got. I hope someone somewhere knows this book…
