A devotee has spent a LOT of time worshipping a deity (ex: 2 years) and researching them. They're educated on the chosen deity and their domains, their myths, etc. After a certain time, a worshipper can decide whether they want to be devoted to a deity (or deities). To be devoted is to spend your life honoring them. The deity would be the one (or one of them) you could mainly worship or the center of your practice. Worshipping only one deity or having a stronger bond to one deity or the other doesn't make you a devotee unless you take that next step to become one.
A worshipper what we all start out as and can still be even if we have the research and kharis strong enough to become a devotee. Worshippers, well worship their chosen deities. Again, you don't have to become a devotee, it's optional. And one more thing: if you're a minor it isn't recommended to become a devotee until adulthood because it could be a decision that could add on top of school/work/ other things in your life. Although you could, again, think about it before you do. Being a devotee takes time and it's work.
