I wonder if maybe he is one of the wandering heralds because somehow he knows how to travel to different planets and that doesn't seem to be very common knowledge for anyone else in those other worlds. He also seems to be in the right place to give out that pertinant bit of information when it is needed. In Way of Kings, he helped Kaladin understand a little better what was happening to him and what he needed to do about it. Plus he knew where the last Herald would show up.

Wit reminded me very much of the Fool in Robin Hobb's Farseer trilogy, which I happened to have recently read. Both are great examples of characters that know far more than they're telling, but even with all that knowledge are somehow powerless to stop what's coming. It's interesting that Hoid seems to show up right around the time of cataclysmic events... a historian, perhaps?
