Fav children's book - 1950-1970s? Children go underground to solve mystery, find magic, while a large sailing ship is being constructed in a small town. At least that's my faulty memory. Long shining staircase at end?

If you can, try The Valley of Song by Elizabeth Goudge, which is a fantasy published within your time frame featuring ship-building. Unfortunately, it's hard to find, so it may be difficult for you to confirm.
