Fallens are not allowed in heaven. No one knows why. No one knows what kicked them out. They only know that after their deed(Sometimes immediately after, sometimes up to a few hours, sometimes after their decision to do said deed) They lost their Light and fell. Some try to return to Heaven by redeeming themselves, some give up on it and join the Demons.

One more thing how bad does the misdeed have to be? Does have to be something truly bad like running over a kitten with your car bad or peeing in the punch bowl bad?

Angels are all about doing good and striving to better themselves. Anything severely against that would kick them out. Tempting someone, abandoning a Charge if they're a Guardian, falling in love with a Demon, allowing someone to be killed or killing someone... Whatever you think would be bad enough to get you kicked out of heaven. (:
